Congress has already authorized $122 million for the WHO for this fiscal year, and while Trump has proposed only $58 million of funding in fiscal year 2021, Congress is unlikely to authorize such a drastic funding cut, especially in the the middle of the pandemic.
The president also criticized the WHOs initial response to the outbreak, which originated in Wuhan in China in late 2019, and the time it took to declare the outbreak a global pandemic, on March 11.

But Trump downplayed the announcement. He and his entire administration are criminally negligent idiots.

I am the last person in the world to defend the creep, and do not want to defund WHO, but he was actually right about one thing...WHO, on Jan 20, said screening and travels restrictions we're not needed. What needs to be determined is what happened at WHO between 1-20 and 1-31.

The person was a traveler from Wuhan, China, and was identified by Thai officials on 8 January, and hospitalized that day. The person is recovering from the illness according to Thai officials.
The possibility of cases being identified in other countries was not unexpected, and reinforces why WHO calls for on-going active monitoring and preparedness in other countries. WHO has issued guidance on how to detect and treat persons ill with the new virus.
The genetic sequencing shared by China enables more countries to rapidly diagnose patients.
WHO reiterates that it is essential that investigations continue in China to identify the source of this outbreak and any animal reservoirs or intermediate hosts.
Given developments, WHO Director-General Dr Tedros Adhanom Ghebreyesus will consult with Emergency Committee members and could call for a meeting of the committee on short notice.

I for one, have listened to WHO reps, and think they mean well and their scientists mean well and are 20x more informed than our scientists.
Oddly, the actual, real timeline is gone from where I referred to it many times.. WHO said it wasn't necessary to create any kind of travel restrictions. It was in January. A week or two before they declared a global emergency.
Trust me, want to nail trump as much as anyone. But choose to seek absolute truth.
