Why Trump wants to open the US when he can't AND claim it's his most difficult decision

Don't let 45 fool you! Trump keeps claiming that he can and will reopen the country at his say-so, even though he has no such power to do so. He also keeps touting how this would be his most difficult decision in his life! The reason why he keeps insisting this in public now is because he will try to TIME his declaration with the actual reopening of both West and East coast states by those respective governors. Then when the economy does kick start and COVID-19 infections fall, he will attempt to take FULL credit in November for making THAT really difficult decision!
