(14,337 posts)The majority of people living in Manhattan don't own cars, and many wouldn't have a Driver's License. That isn't a question of rich versus poor. Just a way of life. I know years later you could GO to a DMV and get a Non-Driver's Photo ID, but you have to be very motivated to go there, wait on long lines, and PAY MONEY to get it. Many people just plain can't be bothered to do that, or have the extra money.

(398 posts)Depends on the jurisdiction. I know that news reports have covered delay in vote total reporting due to absentee voting count delays.
You're probably thinking of provisional votes.

(1,168 posts)I responded to the orig thread (post #18) had the same requirements when I moved to PA in 2004.
One way to take some of the time and stress out of getting an ID is to apply for a PA carry permit which doubles as a photo ID. Took me 29 minutes to get mine at last renew (no lines at the court house).
