...were hallmarks of all of the compassionate and benevolent leaders throughout history. Is that right? No.

If he's already dosed with the fake cure/preventive, it doesn't appear to have curbed his deadly behavior at all. If anything it's hastened his mental decline and enhanced his murderous megalomania.
