of what appears to be an apartment building in LA. Where are the police deriving this authority from? They can't just go anywhere and arrest anyone they want without reasonable suspicion or under exigent circumstances. If the arrested parties are watching from their apartment building, are they not at home? Wheres the crime here?

1. Did you see the whole event? Whoever was doing the coverage said they were "people watching the protests".
2. There are buildings in downtown LA that allow unsecured access? Including to the roof?
