I used to think he was purely an opportunist, but, I'm reconsidering that simplistic view.
It's also possible there's some sincere Comey-esque Boy Scout in there too.
But, we'll see.

Romney is playing the long game in Dec you will see the Republican Party initiate a very uncivil/blame civil war.
Romney is positioning himself to lead the "return to the old guard" movement.
In the back of his mind he is also thinking that Dems might over play their hand (e.g. eliminating police departments) and he could be viable in 2024.
