given the history of the Chicago PD,

and the many times drug evidence disappears from lockers,

and the numerous Detectives who have been caught stealing from drug dealers,

and the fact that the city has paid out over $500 million to settle torture cases.

the fact that they only stole coffee and popcorn while on duty will probably earn them all promotions.
