There is an important distinction in the wording.

Some say bounties were offered but some say bounties were paid. They are both heinous and sends this entire clusterfuck to a new level.

But is seems to me that the difference is twofold. Number one, bounties paid means there are actual casualties of US soldiers resulting from this policy. And number two, it would be the legal equivalent of the difference between conspiracy to commit murder versus actual murder.
