Was they didn't allow for the crowd to assert control.

Confrontations can be an effective protest technique, indeed it is part of the tool kit. Bull Conner is widely known because of its use.
However that crowd and that moment in the movement did not have that intent overall (although some with in it seemed to). Because of that Command needed to let the sense of the crowd have a chance to work. nstead it appears that Command never asserted control.

One officer gets aggressive, they all follow suit. Had they left the bike officers in the forefront, it could have easily ended peacefully.
