Seems to be a mix from perusing the top 20 seemingly relevant hits in Google.
Some is just trolling. "Defund the police"? No, "Defend welfare." (make raspberries.)
Some is denial of an inference: "Defund the police = increase funding for welfare. Defund welfare." I.e., keep the police. Consider the inference valid or no, makes no difference.
Some is classist: The poor? "Defund welfare."
The assumption that defunding welfare must be racist because some people think that all the poor are black (or non-white) misses a lot of rhetoric. It's undoubted sometimes true. When many (R) say to cut welfare spending, they're mostly race-neutral and only look racist because only criticism of blacks is noticed--in other words, delete the bits that don't confirm the assumption. They often have no more love for the "own kind" than for their "others", and I've run into those who had less love for whites than for blacks--the superior should not need welfare. For some there may (or may not) be more animus towards some non-white groups, but it's like comparing 1 to either 10.1 or 10.2--yeah, there's a difference, but it's not all that big a deal.
Life's complicated. Enjoy the complexity while it's still around.
