How could he imagine some governors would keep schools closed for political reasons?

Very simple: He sees everything in terms of his reelection so he can only imagine the reasons governors would keep schools open would be to harm his chances in at the polls.

Any reason they give about the health and safety of children, then, will just be a cover to hurt him.

Much as he accused people of being politically correct (implicitly criticizing him) when wearing face-masks.

The difference is that some are not willing to risk hundreds or thousands of deaths to do so.

If teachers and staff can't go back to work, unemployment goes up right before the election.

Trump only interprets the world through his own lens. He is corrupt, so he figures everyone else is corrupt and the game is to be better at being corrupt than the "other guy". Whenever Trump makes an assessment about what "other people" are doing, he is basically telling you what is in his own head.

When he talked about taking foreign assistance in an election, which is illegal, he implied that anyone would do it and would be stupid not to, because he doesn't care about legality or ethics, and assumes that others do not either.

His statements about keeping schools closed for political reasons, is a reflection of his desire to re-open schools for strictly political reasons. Trump could have the schools re-opening and the economy re-opening successfully, if he had done what other leaders did, throwing the resources of the country into containing the spread, testing, tracing, and promoting all policies that helped places like New York City contain the spread. He chose to try to manage the narrative rather than managing the public health concern, and here we are. He is still trying to manage the image rather than the actual problem. He wants to re-open schools because it is a sign of "normalcy". He sees the political value of ignoring the problem and so he thinks that people who oppose his stupid ideas, are just the opposite of him, seeing the political value of keeping schools closed.

It is ridiculous. People are looking at the situation through a public health and public safety perspective, not as just another election strategy.

The "essential" workers don't have any excuse not to go back to work (except, of course, for catching Covid-19 and either being disabled or leaving their children orphaned). And Trump can get the economy restarted and roaring back to life (it won't, but he doesn't concede that possibility), just in time to win re-election on the bodies of the dead workers and their children.

Not to put too fine a point on it, this is madness.
