The #RGGI is a cap-and-trade program that is reducing fossil fuel emissions.

With the fed gov't ignoring science & abdicating its duty to combat climate change, it's up to the states to lead.

I am syrprused Trump doesn't dump on him more. He is not one bit afraid to take Trump on.
