1. What country will let them in? Even if they are not citizens, they are persona non grata from the US

2. Some of the top research groups at universities are staffed by international students

I worked at a research center at a top university and it was the foreign students in most of the leading edge research groups who led the way. They often worked extra hours and weekends while American students were playing beer pong. This country needs these students and many of them stay here to become leading researchers and professors that benefit our country in numerous ways.

Some of those students and/or professors on visas may end up being the one(s) who comes up with the life saving vaccine. I've met and gotten to know many of our university's professors/researchers, etc. and many of them had resumes with accomplishments that they racked up by the time they were 30 that could knock your socks off.

This is just shooting ourselves in the foot (what else would we expect from drumpf) because these people are often the ones coming up with vaccines as you say or the next biomedical technological advancement. Or they might be our doctor in a few years because we are so underserved in that regard in this country.
