But you have to have standing and cause. And you are suing the office, not the person. We have effectively given people serving in public office wide liability waivers.

Isn't that supposed to simply have the Courts make a government official do something s/he is supposed to legally do?

Presidents are immune from civil lawsuits arising from actions taken in their capacity as president (Nixon v. Fitzgerald). But Betsy DeVos can be the named defendant ( but not sued personally) in a lawsuit against the Department of Education if the agency violates the law, and there have been lawsuits against that agency. Sweet v. DeVos was a class action against the Department of Education relating to the agency's refusal to forgive student loans for predatory for-profit colleges.
