It's pretty simple. Use the model of speed laws.
Years ago, speed limits were generally based on the condition of the particular highway. Then in the 70's, Nixon wanted to look like he was "doing something" about oil use, so he signed the NMSL making 55 the limit for the whole country. It was ignored a lot at first, but then cities, counties and states noticed the huge sums of fine money pouring in. Insurance companies noticed the huge increases in revenue from raising rates on people driving the same speeds they'd always driven. The federal government, at the behest of insurance company lobbyists, threatened to withhold highway money from states that didn't keep the 55 mph limit AND enforce it.
Fast forward to today, and while 55 is gone, speed traps and speed limits are major parts of government budgets. Most highway patrols are little more than armed tax collectors, and nearly all local government PDs have dedicated traffic officers.
Do the same with mask wearing. Give a 1-200 ticket to anyone not wearing a mask indoors and report the citations to their insurer so their rates can be raised. When governments make money, and when insurance companies make money, it will happen.

Maybe with more thought, a good system could be worked out. Like school zones - only activated when needed then suspended when it's OK

(30,613 posts)Same basic model as legalized gambling or pot: let corporations and governments take their cut. Except, of course, this one is a public health necessity, versus a vice.
