In effect, they made their curve look more flattened/flattening then it really was.

reporting the cases confirmed on a certain date. Someone from the State Health Department tried to justify it, but a Harvard expert said it misrepresented the current state of infection at that time.

Yes, your graph seems to be related to this--that's the time period in question, I think.
