They get to spend their dying hours with their families.
If their families are not provided with PPE to protect them from catching COVID-19, it will spiral through the family, potentially leading to more deaths.

They are admitting that it is a "death panel".

They just don't have the resources to handle a large outbreak of a highly contagious novel disease.
The population is largely Latino and is probably not on the Task Forces or Dan Patrick's (Let them die for the economy) radar.
