So whatever is being negotiated has little to do with what was just signed, which is a bunch of hooey anyway. He doesn't want to acknowledge Congress if they aren't rubber stamping his crap. This was a squirrel moment as far as the EOs are concerned. What is going on in negotiations is what matters. I doubt anyone is paying much attention to the actual content of the EOs now that they have been analyzed.

If Trump gets what he wants, eviction relief and reduced UI, then he has zero incentive to agree to anything else. But if Nancy blocks eviction relief and all UI then Trump needs her help to get what he wants. And Nancy can trade her agreement for his agreement on state and local.
