Joe said his chosen VP has to be able to step right into the presidency on day 1 so I'm thinking 'must have executive experience.

Tammy, Gretchen and Kamala fall into that category.

Only Tammy and Kamala are women of color.

Tammy has young kids (cute photo of the 3 of them - her with no makeup - Twitter today) and Joe wants to appeal to those suburban moms so I'm guessing Tammy.

Wounded vet, Senator, mom plus she's well spoken and can be a tigress when needed.

I'm not going to speculate on who Biden picked. I just want to point out that senators are part of the legislative branch of government, not the executive branch. Following your logic, Gretchen and Rice would be the contenders.
