I get the feeling that GAO rulings dont mean much to this administration.
At a minimum, Trump will just ignore it.
If he feels like making an effort hell get Barr to write up a disagreement with the GAO ruling to use as a smokescreen, and then hell ignore the GAO ruling.
ETA: oh, and Susan Collins will be concerned.
