Perhaps connected to state & local machines like Tammany Hall where the state/city was run from the club's headquarters.
PINO probably means it as an insult because he's this "rebel, outsider".

Tweed only held one political office. N.Y. Assembly.
The party officials met in the Dem. party headquarters, Tammany Hall.
Tweed's biography is an extraordinary read.
