A mail in ballot aplication IS NOT a Mail In Ballot
Getting an application in the mail , whether the person is registered or not, or alive or not, or a person or not, doesn't matter.
Who sends in the application and is then verified is what matters.
I wish stories about voting by mail would make this distinction.
