And that had more new cases even though SD is around 25% more populous.
Those 2 states had over 1/4th of those in Illinois, but combined they have 1/12th the population. Illinois would had to have had over 6,000 new cases to be at the same per capita rate.
This is pretty bad!

They had been holding steady at about 100 cases a day, give or take, for a very long time.
