weakness and insecurity. Really powerful people rarely scream. They KNOW they have the power. You're correct though, noise does drown out thinking.

the more effectively they are getting their point across. That's not true, of course; Persuasion 101 says if you want people to listen to you, you don't yell; instead, you drop your voice so they have to listen more closely, making them subconsciously assume you are telling them something really important.
