Can people be held to account by law enforcement after they're out of office...

... for things they did while in office? Like violating the Hatch act? Violating that act that Trump violated with Ukraine? Things that are just too much trouble when taken on at the legislative/political level? It seems to bad if people think they're home free if they can just fight it off till they retire.
