It does not for Colorado voters, though they can also take the ballot received and drop it off during early voting.

In PA you have to fill out a form stating you don't want a mail in ballot and send (hand deliver) it to the county Board of Elections. I plan to do this and vote in person.

Elections confirms that you didn't return the absentee ballot.

But check with your state to be sure before you do anything.

Can't find it on the Arkansas SOS page, but in Ohio, if you are mailed an absentee ballot, you must vote that ballot OR vote provisionally so you can't vote twice (provisional won't be counted until they are sure your absentee ballot wasn't returned)

In Ohio you can vote provisional. That means they will hold your provisional ballot to assure you did not submit your absentee ballot. Some states allow you to bring your absentee ballot to the polls And submit it there but few do.
I would suggest you vote early via absentee.

I don't see any specific rules about it on SOS website for Arkansas. I certainly wouldn't rip anything up.

In TX, you can take your mail ballot to your polling place and have an election worker cancel it. There's a form they fill out and attach your ballot to it. You can then vote in person.

Once you request you have to vote absentee.
If for whatever reason you didn't, your only option would be to vote on election day, but they would only allow you to vote provisional.
