Everything about the incident involving the Russian opposition leader Alexei Navalny indicates an attack sanctioned at the highest levels in the Kremlin. The Russian President, Vladimir Putin, denies any accusations, leaving the West in a quandary about how to respond.

The truth about Mr Putin’s exact role may never emerge, but his enemies have a habit of meeting sticky ends.

“Choosing Novichok to poison Navalny in 2020 is basically the same thing as leaving an autograph at the scene of the crime,” Leonid Volkov, Mr Navalny’s chief of staff, tweeted.

Poisoned tea is another method of elimination: in 2006, radioactive polonium was slipped into the drink of the dissident Alexander Litvinenko, who died three weeks later. Other opponents have been dealt with more crudely. The journalist Anna Politkovskaya was shot dead in the elevator of her Moscow apartment block in 2006. Boris Nemtsov, an opposition politician and former deputy prime minister, was shot in the back on a bridge near the Kremlin in 2015.

Killocracy

Yuri Felshtinsky, a historian, says it shows Russia has become a “killocracy”. “While killing to maintain power is not as indiscriminate as under Stalin, the Russian President and his henchman select the people who are the main contenders for the next presidency and eliminate them,” he says.

Clinton cites 'serious concerns' about Russian election

"We have serious concerns about the conduct of the election," she (Sec Clinton) said Tuesday as ministers gathered for a meeting of the Organization for Security and Cooperation in Europe.

The 56-member nation group, whose membership stretches from the United States to Europe, Russia and Central Asia, monitors and promotes democracy and human rights in the region and, increasingly, beyond its borders.
The group was expected to discuss a draft report by the OSCE election observer mission detailing alleged attempts to stuff ballot boxes. manipulate voter lists and harass election monitors.

As Russian Foreign Minister Sergei Lavrov looked on, Clinton told the group the United States had "serious concern about the conduct of the elections," and called for a "full investigation" of all reports of fraud and intimidation."

"The Russian people, like people everywhere, deserve the right to have their voices heard and their votes counted," Clinton said. "And that means they deserve free, fair, transparent elections and leaders who are accountable to them."
