John Hopkins: WHICH U.S. STATES MEET WHO RECOMMENDED TESTING CRITERIA?

There are some notable exceptions such as Wisconsin, which has a Democratic Governor, but a very conservative court that has been striking down health measures, but by and large as the pandemic has spread throughout the country, it seems that many States that have high positivity rates are also known for being very resistant to take any steps to control the spread of the disease. For example, South Dakota is now near the top of the list.

then I'm guessing they are only testing people who are obviously sick with Covid-19.

All other states must be testing people who are not obviously sick. And the more who are tested, the better sense of how many have the virus.
