I think despite his whining about the new rules, Trump wants to debate. He loves being in the spotlight, and he thinks he won the first one. The complaining about the rules and threatening to pull out is just for show, he's playing the victim to try and give himself an edge.

And yeah, I don't see how the whole White House getting infected is going to make people feel better about Team Trump's handling of the pandemic...
