About this oxygen thing...

Because he is overweight, old and has this drug sniffing problem I assume that he has sleep apnea. Therefore doesn't it follow that he sleeps with a CPAP machine to provide oxygen while sleeping?

for the oxygen. I know this from personal experience. I also know that, just because one may "need" it for sleep apnea, one doesn't necessarily use the CPAP. Also from personal experience. I hate that machine. I do, however, sleep with oxygen every night.

Husband had sarcoidosis and that’s how it worked for him. You’re right, though, unless you have some lung disease or other need for 02 the machine does not supply oxygen.

But most people who use them aren’t on supplemental oxygen in conjunction with the machine. Sounds like your BIL is in bad shape.

He couldn’t even protect himself.” Trump’s age, 74, and several comorbidities put him at high risk for a severe case of COVID-19, a possibility at odds with how often he has downplayed the significance of the virus and the necessity of even basic public health measures. Trump’s physician has given no indication of the president’s condition beyond “fatigued but in good spirits.” In a similar case, U.K. Prime Minister Boris Johnson, age 56, was sent to intensive care in March when he contracted the virus.

Looks like the reason he wore a mask (finally) was to hide the fact he is on oxygen.
