1. Yes. If seriously ill, but can travel, that is where they go.

If they are a distance away, like Bush, Carter and Clinton, then they go to a top facility near their home. Since President Obama is in Washington a lot, if he fell ill there, he would go to Walter Reed.

My dad worked at Walter Reed in the sixties. Ike insisted on a specific brand and flavor of ice cream and my dad had to call stores from our kitchen and then drive to get it. My dad said Ike and Mamie were a pain, and inconsiderate of those who cared for them.
