Is it SOP to have Marines in dress blues in the WH?

You know how in the movies Marines are always in dress blues in embassies? That's BS. I've worked at embassies. Marine Security Guards are on duty at their posts behind bulletproof glass. They are great guys (only guys when I served abroad), and it's a tremendous comfort knowing they're there, and they will risk their lives to protect the embassy. But they are not showpieces in dress blues. How about the WH?

7. I believe dress uniforms are required

Whenever military personnel go to the White House or to Congress, I believe they are required to wear their dress uniforms. There may be different rules for embassies.

Were you a foreign service officer ? . I ask because I was and served 27 years, predominantly overseas.

As far as the Marine at the WH, unlike at our Embassies, his role is purely and strictly ceremonial, as the Secret Service is the one and only entity that provides security at the WH.

He spends a lot more time that most POTUS. They tend to use for ceremonies and meetings (intimidating). They tend to do the day to day in the executive office just off to the side. Not Trump, he stands in there and waves to the grounds crew “Hey! Look at me!”
