(112,236 posts)If nobody wins in the first count of the vote, then there is strategic importance putting Susan Collins as either the fourth or fifth choice so she does not make the cut when the ballots are counted the second or third time.
RCV is just as relevant to eliminate undesirable candidates as it is to indicate a preference for a minor party or independent candidate.
