Start from the top down, and work up from the bottom.

Without sergeants, a general can do little harm.

Without the general, sergeants will likely do no particular harm.

It is a pretty question whether one should take the general or the sergeants. All who participate bear complete responsibility for what they do. The man who gives the order hears no screams and has clean hands. Likely the man who wields the knife and hears the screams would not be there save by obedience to a superior's orders.

I have my own little list, gods know, and the Lord High Executioner’s ditty will run through my head at odd times these days.

He's relying on rekindling the hatred of a woman from 4 year ago. One who had already been extensively investigated and harassed by Republican congressmen, but who was shown to be clean. And this time, Kamala Harris is painted as a "monster" - in what way, I still can't tell; so it seems to be her existence as a woman.

There's a whiff of 17th century Salem about the Republicans.

I mean, the deplorables may hold grudges, but even for them it may be a stretch to make their reason for voting "that woman from 4 years ago has got it coming".
