Primarily because donating plasma takes about three hours. Your blood is removed and a saline solution is injected. Your donation is spun to separate the plasma from the whole blood. Then the whole blood minus the plasma is returned to your body. It takes about three hours. I can't see Trump sitting still for three hours, let alone three minutes.
