It slips out. I have no doubts that Graham looks back fondly on the days of segregation. He just doesn't normally say it out loud. I mean maybe a dog whistle but not direct like that. However if you think racists things you also say racist things even if you don't mean to.
We saw into the real Lindsey Graham there.
