He said he's not a fan, because it just set the tone for the counter moves. But he's not shutting down the possibility of packing the courts, it just depends how the vote is handled. He wants to see it brought up properly and he wants to see good discussion. If the vote is rushed, he'll be able to tell before the election how he will act.
