the two most prominent states which have refused to issue mandatory mask and other protective shut down orders have now rocketed to No. 1 and No. 2 in Total Covid Cases Per Capita. Perhaps the least dense states in the Country have an outrageous Covid outbreak. Top 15 states are all traditionally Republican controlled states

1. The density of the population;

2. The density of the population.
