Much of Florida, including Miami, is sitting on limestone bedrock. It’s incredibly porous and one of the reasons Florida has so many sinkholes. If you tried to put up a sea wall, the water would just go underneath.

New and full moons make for higher tides because the moon and sun are both pulling the oceans higher via gravity. During the intermediate stages the moon is at an angle or perpendicular to the sun's gravity, lessening the effect.

Was new moon a couple days ago so tides will run higher than normal. Coastal flood watches were up yesterday in NYC area for just that reason. Next full or new moon will undoubtedly bring up more minor coastal flooding warnings from the NWS.
