Reduce it to 3 (Liberals, 'natch). A year later, expand it to 9 adding Liberals, of course.

Reducing the number of seats to seven wouldn’t force justices out. It would mean the next president could not nominate a new justice if one died or retired until the court got down to six sitting justices.

3 leave. Once they are on, they are on, even if the numerator exceeds the new denominator (I.e. 9/7). Impeachment and removal, resignation, death. Those are the way to get them off the court.

thus, there should be at least 13 justices.

Frankly, I'd rather see three or more panels running to hear more cases and make each justice less vital to the balance.
