Here's a thought for the Supreme Court

Reduce the size of the court down to 7. Kavanaugh and Gorsuch are gone. Now increase it back up to 9.

Reduce it to 3 (Liberals, 'natch). A year later, expand it to 9 adding Liberals, of course.

3. They hold lifetime appointments.

Reducing the number of seats to seven wouldn’t force justices out. It would mean the next president could not nominate a new justice if one died or retired until the court got down to six sitting justices.

4. IIRC, if you decrease the size by 2, those extra Justices stay, there just isn't a vacancy until

3 leave. Once they are on, they are on, even if the numerator exceeds the new denominator (I.e. 9/7). Impeachment and removal, resignation, death. Those are the way to get them off the court.

5. We have 13 circuit courts

thus, there should be at least 13 justices.

Frankly, I'd rather see three or more panels running to hear more cases and make each justice less vital to the balance.
