eg: Early votes first, followed by election day?

Some count early, some don't.

Oregon is 100% VBM and they begin counting ballots a week before election day. All ballots must be received by 8 pm on election day though.
Some states don't begin to count mailed ballots until election day.

election. Florida is an easy indicator and key counties and precincts will tell within 2 hours of the polls closing.
