States do whatever the hell they want for their own elections, but there are separate federally created and provided ballots and machines for just the presidential race. Whatever is done at the federal level to secure the votes, and when all states are closed, someone presses a button, and five seconds later everything is tabulated and divided up by state, and you go to a website, or you turn on your favorite news show, and POW! There all at once are the results of the election.

There's a big black box between filling out the federal form and getting those numbers into a database so that things can be added.
