How Georgia could leave U.S. Senate control unclear until January

WASHINGTON (Reuters) - The state of Georgia is playing an unusual power-broker role in the knife-edge balance-of-power struggle playing out between Democrats and Republicans over the U.S. Senate following Tuesday’s elections. Georgia’s two Senate seats, unusually, were both up for election this year, and both races are headed for run-off elections on Jan. 5 after no candidate in either race managed to win a majority of the votes.

As election results stand as of Friday, the Democrats and the Republicans will each hold 48 seats in the 100-member Senate. Two other races in addition to Georgia are still outstanding, but both are widely expected to be won by Republicans.

With the Georgia runoff set for Jan. 5, that will leave the question of which party will control the Senate unanswered until after the rest of the new Congress is sworn in on Jan. 3.

If republicans win the two uncalled races, as anticipated, then there would be 52 republicans and 48 democrats on January 3.

What happens if Mitch McConnell push for an immediate leadership vote, to be done before the election in Georgia on the 5th is settled. So McConnell becomes Senate President.

But say the two democrats win in Georgia and are seated immediately after being certified. The Senate would have 50 Democrats and 50 republicans, and if Joe has been sworn in, Harris would be the tie vote.

Can democrats reopen the leadership issue, and with Harris breaking a tie, make Schumer Senate President?

In early January the Senate was 50-50 but Al Gore was still VP so it was effectively Democratic and the leader was Tom Daschle. After Inauguration Day on January 20 Cheney took over as VP so it switched to Republican and Trent Lott because Majority Leader. Then in May 2001 the Republican Senator Jeffords from Vermont left the party to become an Independent and caucused with the Democrats, which cut the number of Republican Senators down to 49. Tom Daschle then returned as Majority Leader.
