At most 23K mail-in ballots left which are trending 70% for Biden, and 17K provisional ballots trending 75K for Biden.

No reason not to call it.

Somewhere- here, Nate silver? that it would likely happen when PA hit at least 35k because then it became mathematically impossible for Trump to overcome the result if the 100k currently being held ballots end up being counted.

Basically they aren't saying exactly what their standard is so there's no doubt the editors are really the ones deciding. Statistical analysis doesn't seem to factor into it much.
