Under NC law, they can’t start counting until Nov. 12. They’re just in a holding pattern.

It’s the ones received after Tuesday that are outstanding. I don’t know if they’ve started processing these yet and nobody seems to know how many there are. In any event, the results won’t be reported until sometime after the 12th.

https://www.ncsbe.gov/news/press-releases/2020/11/09/7-county-boards-elections-counting-additional-votes-today

Various county boards processed about 3200 absentee ballots today and 4750 absentee ballots last Friday. Absentee ballots continue to trickle in and will be counted through Nov 12th.

There are still about 94,900 absentee ballots that were requested but not returned outstanding. It's anybody's guess how many of those will be returned at this point. Lots of people may have requested an absentee ballot and decided to vote in person.
