The lawsuit says that in Luzerne County, a "temporary seasonal elections worker" threw out nine military ballots that were in unmarked envelopes. It's not clear whether those ballots were for the primary or the general election.

After the GOP state legislature in PA won a court case that "naked ballots" could not be counted (ballots with no security envelope) a poorly trained seasonal worker threw some into the trash. Obviously he should not have done that but it was incompetence, not fraud.
