The civilian heads can't order the military to move without support of the generals.

Now if he starts replacing them, look out.

Remember that under the emergency powers act, trump can simply appoint civilians to military posts up to and including brigadier general. Even eric could become a general in a tweet.

Beware the powers we give to men, some are evil.
