2. Since this money exists and will be released, why can't the Biden Campaign

borrow and repay the loans when the money becomes available?

I don't know about you guys, but I donated more money this year to politicians than in the last decade combined. With the pandemic and all, I'm pretty close to tapped out. That also meant I donated less money to my favorite charities, and I feel some guilt about that.

7. It could be both

But recent presidents did raise some money. It probably wasn't much and easily raised by some big donors.

In this case they probably need more.

But Biden is also doing fundraising.

https://www.cnn.com/2020/11/20/politics/biden-fundraising-transition/index.html

(CNN)President-elect Joe Biden's team is making a fundraising push for its transition operations as the General Services Administration has yet to ascertain Biden as the election winner -- a move that would open up millions of dollars in federal money for the President-elect's transition work.

The FY2020 budget proposal for GSA included a request for $9.62 million in funding for activities authorized by the Pre-Election Presidential Transition Act of 2010 in anticipation of the 2020-2021 presidential transition. This request was endorsed by Congress and included in the Consolidated Appropriations Act, 2020, which was enacted on December 20, 2019.
The FY2021 budget proposal for GSA included a request for $9.9 million for Presidential Transition Act-related activities. This request was endorsed by Congress and included in the Continuing Appropriations Act, 2021 and Other Extensions Act. Transition-related funds also were appropriated to the White House Office of Administration ($8 million) and the National Archives and Records Administration ($18 million) for presidential transition-related activities.

8. Joe is fundraising for the transition now. But it's also about security clearances too

And access to current personnel to get new teams in place.and office space to coordinate the transition etc

The money is typically $8 - 10 million so it's not a lot, it's the rest of the access that's really critical especially as a new vaccine is getting rolled out. The Biden team should be deeply involved since they will administer most of it in the coming year(s)
