presidents and public servants are largely shielded from civil and most criminal charges over "official" duties. That is generally a good thing, since it lets them do their jobs without fear of frivolous lawsuits or state nuiscance charges.

Criminal suits against private actions on the other hand, are not protected. So if they can find a case of a kickback, or bribe, or other criminal act tied to deaths in their state, then yes, trump could be charged. But it would have to be on an individual criminal charge, not a civil charge, and couldn't be tied to official duties.

You are more likely to get him on state level campaign fraud charges than anything tied to official us govt policy.

Again, not a lawyer and not playing one here.
