Working at his Northern California flooring warehouse Monday afternoon, Roberto Palomino heard a strange noise outside.

He went to investigate and spotted a police officer pinning down a dog in a nearby Vacaville Fire Department parking lot.

"It was crying like it was in pain, crying like someone ran over it or something," Palomino told The Reporter.

"It was bad," he said, KGO reported.

Palomino began filming the incident.
In a video posted to Facebook, the officer can be seen sitting on the dog and striking it.

UPDATE:
Vacaville Police Captain Matt Lydon defended the officer's actions, claiming that the officer did nothing wrong, but was merely disciplining the dog as part of it's training.
The Vacaville Chief of Police is John Carli.
The administration office for the Vacaville Police Department is 707-449-5231

He has not have the mental capacity in doing so. He probably shouldn't even be on the force. He does not have the mental faculties to handle any given situation.

Alpha rolling is REALLY bad for dogs. They are totally helpless and just thinking they are really abuuy to die.

A sharp physical correction is really not that bad in dog terms. It’s fast, it’s understood(this is how dogs correct themselves), then it’s over.

Alpha rolls mentally destroy dogs

to assert dominance as a training tactic.” It’s a way to make the dog afraid and angry. I don’t believe the dog tried to bite him. I think the dog tried to grab his toy back. Asshole shouldn’t have a dog, ever. That police department shouldn’t have dogs at all. They obviously don’t have a clue on how to train them.

But I'm gonna say it. there needs to be a national mental test program for ALL police departments. take a 3rd of each force off line at a time and put them through rigorous mental and stress testing. if they pass, no problem, back on the force. Hopefully, they can weed out the very troubled cops that are definitely out there. These aren't a few bad apples, there's 1000s of these time bombs ready to go off on the first person that remotely questions their authority. (and apparently dogs too) i saw a video of a cop picking a police dog up by the collar and throwing it.

It would definitely have to be 3rd party, so no bias. If you watch several police brutality YouTube videos, the underlying catalyst is someone questioning the cops authority.

They were pleased that it was a huge no kill shelter and were describing dogs. The woman played with a sweet red Doberman and casually mentioned that it had been a drug sniffing dog at the Miami airport.

How that dog ended up at a shelter is unfathomable. It should be treated as a veteran officer and a home found. I’m shocked no one else asked that question.
